Passenger Command Licence
The Passenger Command Licence is the highest civilian flying qualification issued by the IFSB. It allows the holder to act as captain of large passenger vessels, most commonly the Halcyon Starliner, which can carry 1,200 passengers and a crew of 64.
The requirements reflect that responsibility: a Commercial Pilot Licence (Orbital), at least one heavy type rating, 3,000 hours of multi-crew flight time, 220 simulator hours including a full Starliner bridge, 160 hours as captain under supervision, and a command check ride spanning a complete Earth-to-Mars crossing. Candidates must also pass examinations in passenger law, security and cabin leadership.
Lumen's Passenger Liner Command course is the accredited route and is usually fully sponsored by passenger lines. The licence is revalidated every six months through line checks.
Fewer than 400 pilots in the inner system hold this licence, which explains the long waiting lists for training places.
The licence also carries legal responsibilities: holders are accountable for every passenger and crew member aboard, and must complete annual training in security, medical diversions and evacuation. Most new holders begin on shorter Earth-Luna crossings before taking command of Mars services.
